What happened:
I saw BestVirtualCreditCard's VCC thread few days ago and placed an order for $50 USD. After I sent him payment, he delayed for 1 day and sent a non-working VCC and never replaced or refund even he agreed to refund, since then he never came back. He's a big liar and a scam artist. Stay away from him.

Can you file a chargeback since you paid with PayPal? I'm not entirely sure how it works but you should be able to get your money back should you refrain from using the words "Virtual CreditCards" or "Crypto".

I would, however, recommend you to wait because that dude runs a non-self-moderated thread which is unlike typical VCC scammers.

Yes I filed a claim to chargeback and today Paypal decided in his favor, I'm not sure how & why, I sent them another email explained in detail with all proofs. Hopefully they will have another look and decide again.

I can tell this guy is now a scammer, maybe he used to be legit sometimes before but now hes a scammer, since July 10 2018, he never responded or showed up to solve the problem, he simply ran away with the money. I'm not the first one who accuses him, there was one person before me, and 2 after me. So total 4 got scammed.

Sorry but that's his username, I can't or don't know how to refrain from using his correct username.
