Why almost all ICOs banned chinese and USA residents from participating in their ICOs? I don't think cryptocurrency is illegal in USA but why? Can someone give me a specific answer?

Because these strange are actively fighting ICO projects and crypto currency. Developers of ICO projects do not want to have problems, so just in case they do not allow residents of these countries to participate in their ICO.
