Thanks for your question.  The list of countries is described in the Terms of Use, but for now it is USA only.

You can find the answers in whitepaper. For now we are struggling to have soft cap in amount of 1000 ETH or not to have it at all. Speaking about hard cap, it will be 121000000 SEC that is equal to 121000 ETH.

Because I don't consider this number as a one of the kpi's of good ICO.
