I received an email from bitcointalk today stating that my email and password has been changed to a different one.  Immediately I locked my account because I did not change them. I just opened another account now to seek help. How do I regain access to my hacked account pls?

This is all you need now: Recovering hacked accounts or accounts with lost passwords

Additionally, update your OP above with...

1. Profile link of the hacked account
2. Sign the btc address that was used before on the stake your bitcoin address by Tomatocage

Then, show some skills
1. Keep bumping the topic every after 24 hours.
2. Wait patiently

Be happy be at peace. Looking forward to BTC at $1M

I did not stake my bitcoin address while I still had access to my account. But I put my Ethereum address on my profile. Can I sign this as well?

You can try however keep your hopes low.
1. An address on the profile section can be changed by the hacker before you locked the account
2. AFAIK the admin/s prefer BTC address to be signed however they can make an exception if they want.
