I'm Nigerian and some African countries require visas on arrival while others require that you apply and be granted visas before leaving your country. It's pathetic how a particular country's embassy denied a friend visa's application within minutes and there was no cogent reason given for the refusal. It looked to me like a scam, as the response rate was too quick.

Please tell me, can they be sued for this, despite submitting all the required documentations??

It is an interesting thing to consider but I haven't heard a scenario like this before
