Well, usually users have to register for the beta as it is not a fully working project and it can't be open without any restrictions. Some kind of registration would be mandatory.

Maybe it could just be an open beta in terms of checking out the app, not actually using/testing.

IMO, adding more tokens from what's the original allocation isn't good idea as it will just make the supply higher. And it should be also indicated in the whitepaper that there shouldn't be token creation aside from what they allocate.
