Without any reputation (maybe ebay or something?), noone will sell you higher sums for PayPal, as the risk for chargeback fraud is great.

why not transfer the money into a bank account and pay a different way (one that doesn't run the risk of chargeback fraud)?  paypal for bitcoin is always a little bit sketchy because the receiver can just run off with the money and the coins, and there's not much that can be done on the other end...
