It is a common myth that Bitcoin is ruled by a majority of miners. This is not true. Bitcoin miners "vote" on the ordering of transactions, but that's all they do. They can't vote to change the network rules.

Probably made a change that screwed it up this page still shows the ~10% decrease that used to be on the page you link to.

this is what i watch to see estimated difficulty. It's been slowly dropping for a while.

Couple other good sources

http://bitcoin.sipa.be/ to see the rate of change in network activity (which is currently going down)

http://bitcoinx.com/charts/ which has been pretty accurate with showing the next difficulty.
