Every time a block is mined, a certain amount of BTC (called the subsidy) is created out of thin air and given to the miner. The subsidy halves every four years and will reach 0 in about 130 years.

Not in particular.
It was decided some time ago.  To co-ordinate things a starting point was needed so that all pools could begin implementing it at the same time.
19200 was chosen because it is a nice round number, was far enough ahead to make plans, and not so far ahead that it would take decades to reach.

There is no technical reason that merged mining couldn't have started at on block 19199 or 49200.
