I googled and found very few which offer free listing of new projects (through voting,retweet etc)
If anyone can specify any link or resource where i can find certain details of these exchanges that would be
a huge favour.

Its little bit sad that most of the exchanges offer paid listing and some of them charge high cost which can be affordable to a new startup. Only decentralize exchange offering coin listing without any charges IDEX ,WAVES.

Usually new wallets like Ecex Bitmart and ExchangeRate offer the concept of free listings because it will also benefit them,

I noticed that some free listing sites uses votes of its me members to vote for a particular project. This means that they also gets more members and these members will have done at least 1 trade on the platform to be able to vote.

I think sites like Mercatox, hitbtc and some others offers that.

I advise you to frequently visit the platform waves, because very often they show off new things they have, so much we can have for free. if you do require to get the asset for free, waves is one of the very right platform. During this time I use waves feel given the convenience for free. Hopefully my experience can be 1 reference that is right for you

as far as I know, decentralized exchanges start to trade Tokens for free. For example , etherdelta

Did you ever heard about free listing for the winner in binance voting? If you didn't, just read this https://support.binance.com/hc/en-us/articles/360007295712-Community-Coin-of-the-Month-Round-8 . Currently they held for 8th and the winner will be get free listing. You can try to submit your project in the next competition on Binance (Round 9th)

There are votes for it. i guess exhanges like hitbtc, mercatox, yobit can offer that opportunity for new crypto projects. At least I heard about it.
