The people who got paid out by later deposits win, just like in a real ponzi scheme.  However, we added a jackpot to motivate more betting, so the last person usually also wins.  The other people lose.
Basically you're betting on how much more money will join the game.
Also, if you are perfectly rational and want to minimize losses, you will never lose if you're the first depositor.
