Hello I am trying to get an announcement thread setup and to add in various images for announcement thread but are just showing as a link rather than the image when previewing the thread. Is their some kind of  restriction set in place? If so can this be lifted and granted permission to post images within announcement thread.

It's because you're still a newbie. On bitcointalk, there are multiple ranks. Once you've gained enough activity you level up to the next rank. You have to be a jr.Member (30 activity) to be able to post images

You can also choose to use a faster method: Paying a small fee to get the  copper membership .

As @diagran suggested, you should buy Copper Member rank with a bit of bitcoin to immediately display images in your threads.

Another way, which might lead to a bit delayed time is collecting enough activity-count to be a Junior Member.
I guess you will need around more than 4 weeks to rank up to Junior Member rank.

To sum up, it's obviously better for you to buy Copper Member rank.

Reminding message:
Attached images should be avoided as much as possible because over attaching images into threads will make them much more annoying, hurting both my fingers and my eyes.
Personally, I don't want to spend my time to read threads with non-sense, over-sized images attached.

Aside from purchasing copper membership and collecting activities to rank up to Jr. Member. You can hire some higher ranked members to make and finished your Announcement thread. Just make a thread in Sevices saying that you want to hire someone who can make your ANN thread. But it will costs you money more than purchasing the copper membership. But it will be a less work for you for sure.

Digaran already answered you. You can buy cooper membership in order to post with photo or you have to wait for increase your activity up to 30. That means for 30 activity you have to wait mote than 4 weeks. So almost you have to wait one month. I think better buy copper membership or hire a potential members for make Ann on behalf of you. But I think better option to buy copper membership if you want control thread yourself.
