Because they want to collect $60M anonymously, they have CEO, CTO, COO but they don't have company, they don't want to say to investors who their executive officers are although they used fake pictures(names )  of the team , they don't want to make video to show to investors that they are serious, they don't want to say where their office is located but they want to meat in some restaurant in a month from now(but you have to send them email with your contact details  ).

It`s really a very unusual team`s approach, but I believe that it`s still premature to draw any conclusions if this project is a scam, or not. It will be clear only during the project development. How is it ridiculous? It's a huge red flag, enough to avoid the project, no matter if there is a product developed later. I am used with projects and people using fake photos and steal identity (not related to crypto) Trust me in 99,99999% of the cases it turns out to be just a scam or a pyramid scheme.
This  scam has so many red flags, nothing is done properly, they just created a website in hurry (that's why it'a very ugly one despite their designer follow the "best marketing methods" <=   ) created some social network pages and voila!

This is the first step of the project existence to my mind, and Neo Finance doesn’t even hide this! They fairly wrote about this.

Nobody cares on the product! No one dApp can start due to lack of good(fast+safety) blockchain. No one product for real business can start due to lack of legalization from government, etc. So nobody cares on the product. For now the main indicators are hyip(popularity) score, strong marketing team, strong development team, strong advisers(for the best listings), project thematics and state of the crypto market.

The best example of such kind of projects is Ripple and its ICO. I bought the tokens when they cost $0.02 per one. It was last year and they had a real product - a global platform for network of banks that send and receive payments.
Santander, UniCredit, UBS, ReiseBank, CIBC were among the latest banks that adopted Ripple algorithm.
After that the price of the Ripple token was more than $3.

That`s what a real product mean.
