I'm not sure that that is a breach of the forum rules, unless he is a merit source. He has been red tagged as an account seller, so maybe the best solution is to red tag the alt to make it toxic. That would reduce its value, and could block it for use with some bounties.

Though it seems as though they are alts, we cannot call them to be alts unless you can find some bitcoin or altcoin address used by both accounts or any social media account being used by both to call them alts of each other. Thats the general procedure of reporting alt accounts.

OP, you might want to dig in both accounts info to check if such connections exist and then take that up to the user generated reporting thread we have in "Reputation" here - Known Alts of any-one - A User Generated List Mk III (2018 Q3)
Make sure to provide substantial proofs otherwise they wont be tagged. If there in no evidence of connection then we cant call them alts of each other. Two names being similar is not a connection of being alts of each other.

Not all accounts with similar names belong to the same user. check ---> killyou72 & killyou73.
But in addition to the name, some factors can make these accounts linked:
 
 - Date Registered [August 26, 2017, 08:27:44 PM & August 26, 2017, 08:35:28 PM]
 - Local Time [03:13:09 PM & 03:13:09 PM]
 - above reply.

I do not know what this situation deserves a negative trust "send merit to alt" or ban "plagiarism."

Hah?  Those accounts do belong to the same user, and I think he's admitted to that in the past if I recall correctly.

Figures jercess got tagged by Lauda as an account seller.  People who sell accounts think nothing of abusing the merit system if they can get away with it.  They don't care if they're hurting the forum or another person's account, as long as they get paid.

I think sending any amount of merit between alts is unacceptable. I would have given this some benefit of the doubt if it happened in January when many users were doing stupid things with airdropped merits but this was in May so no excuse.

Did you notice that even with more than 100 posts and activity, you are still a Jr. Member? That's because you also need merit to rank up[1]. By ranking up, you can join signature campaigns and earn money just by spamming a few posts per day. That's why merit it's so desired.
