Pools are unaware of the change in the code, and they estimate based on the block number. Its definitly happening at 21210.. you can see it in the code right here:

I just started mining Sun last night and am not sure if I seen correctly. From what I seen difficulty on cgminer cmd window said 311 difficulty then later I looked at pc and it went down to 16k.
