Telegram is a great way to promote for the ICO projects. It has a wide platform where millions of people engage in there on a regular basis and at the same tie, chances of falling prey to scammers are low too.

Never launched an ICO or have been directly involved with them, but i have seen how different developers promoted their ICO through different marketing strategy. The easiest one for them was to pay people as a reward to promote their ICO through different forums and social media. These are usually called "bounty programs" and is quite the popular way nowadays. Another was is to buy advertisement space on different crypto related places.
