As what I've seen, he is a designer. Maybe that's his way of "promoting" the projects.
I don't understand why he have to spam the forum with multiple posts and thread of his service tho.
It's clear that English isn't his first language so maybe that is why he said "promoting" in his service thread, instead of designing?

If some one keeps repeating their own post multiple times on different sections then they also will get permaban as Global Moderator said,so you can use report to the moderator with appropriate comment then he will get permaban for plagiarize his own posts.
