This means there are 1335000 coins that are hosted on Masternodes.

Probably some of these Masternodes are shared Masternodes, hosted by for example  MDC Hash.
You can join one of these shared Masternodes if you don't have 15,000 ALLSAFE coins.
In that case you can fill a slot on the Masternode, a slot is for example 1000 ALLSAFE coins. This depends on who is hosting the Masternode.

You can run this Masternode on your own PC.
Disadvantage is that this costs quite a bit of power to keep this PC running because running a masternode costs more energy compared with a simple Wallet.
