Yes. You can give a max of 50 merit to a user every 30 days.
 

Did you see what is your subject ? " can i newbie send merit?" . I am pretty confuse about your question. Are you want to receive from newbie or are you want to send newbie?  Both answer is yes, if you have smerit. If you don't know about merit & smerit than read this post. I just checked your full merit history, look like you got merit initially. So perhaps you can send 1 merit to another member and you already did it. If you want to send more merit you should earn first.

I've seen worse; maybe OP was thinking the same questions. Maybe its part of some nefarious merit abuse. Who knows. Until it becomes something moderated it with a clear set of guidelines people can merit how they see fit.

I think the post is not qualified for a merit since it's just only a question about the project right? Maybe he have valid reasons/opinions why he/she give it to that, who knows?

sMerits quantity on his/her rank is very low so it should be spend wisely and give it to those worthy ones.



@OP, you're just posting in announcement sections, if you want to give sMerits then you should have Merits, how will you earn if that's the way you interact here?

In most people's eyes, it may not qualify. But some people just have poor choices and I don't even think he knows that merit is supposed to be for good/high quality posts. For all I know, he didn't even read the Merit & new rank requirements thread.

That's the problem here, they don't read some important threads even though it can be seen on the first page of the section. I don't get it if they're too lazy or don't really care about it.

@OP - your question was not specific. Are we talking about initial sendable merits for each rank (which is newbie in this case) or not? If you are pertaining to the first one then the answer is No — you can't send merits to other members (read this: https://bitcointalk.org/index.php?topic=3342949.0). But if a particular newbie able to receive merits from his posts then he will also have smerits at the same time which he can use later.
