If this project really happen for sure there are many people that is still investing in ICO right now. Stopping such a scam ICO is a little impossible I guess because for sure the people or scammer that builts that scam project will do everything just to publish their scam ICO.

there are always fraudsters everywhere, especially in the internet world, so it can be said that it is impossible to stop ICO scam.
but actually this can be minimized if the ICO-making regulations are tightened so that fraudsters will have difficulty making ICO.

How can investors be make to believe that your own MVP too is not a scam. Do you have offices? Are you legally registered and is your business also registered in the country where you operate. These are some of the information you should consider providing us maybe then people will start relying on the services you intend to render

Of course, legal issues for the market and the company are quite an important fragment for successful business.  But I would also like a certain structure to be created that could guarantee depositors a refund of their funds.  That is, you need to come up with such a system when investments can be insured.

Scammers are the most active in the ICO market as there is no regulation on this. But, if we talk about the regulation on the ICO then the question arise here who can impose the rules and how? As, the blockchain is working totally in a decentralized way so, no regulation can be formulate on this. That's why a little or more scam can't be avoided.

Scams can be stopped only in one way, if total regulation is introduced.  Until then, the only thing that we can do is to show the Scam Project at the earliest stages and spread information about it.

If we are talking here at bitcointalk, there are actually a lot of people who does review fake projects and see if they're real. There are also a few threads I found before listing scam projects. But no matter how we keep track of them, there are still some projects that will look legitimate at first but in the end becomes a scam.

It seems to me that for the implementation of new projects, the developers themselves must have certain funds to guarantee the return of funds by the investor if the project fails.  It is necessary to create something like an insurance policy for new projects, which I must provide during the registration of a new company.  Perhaps in this way it will be possible to scare off fraudsters from this field of activity.
