As I know, we can see transaction that we spend x ETH to get y ICO token if we buy by Crypto wallet.
How we can make sure that ICO owners send token to people who bought the token instead of their wallet?

Your question is really confusing. What do you actually mean by "buy by crypto wallet"?

To answer your topic question: "Re: How can people buy ICO token by credit card?"

I'm quite sure you can't buy ICOs using fiat. You can only use ETH because ICOs operate through smart contracts. If you're going to use fiat instead, then you're pretty much just going to buy the tokens, but not through offerings through an ICO.

I think the only way you can do this if you find a broker that accepts your creditcard to buy ethereum or bitcoin and you buy into the ico with this. Basically the ico cant know you bought this ethereum or bitcoin with your creditcard.

But maybe you mean something else?
