The network tries to produce one block per 10 minutes. It does this by automatically adjusting how difficult it is to produce blocks.

How do they plan to catch said hackers, theives out of their country/jurisdiction?

If there is an answer to this, then the same can and should be applied to Mark Karpeles also.
