ICO: does the project have to be practical or can it theoretical?

ie: it's 1850 and someone's saying "we're gonna go land a man on the moon"   (more theoretical)

ie: it's 1850 and someone's saying "we're gonna build this thing call a locamotive"   (more practical)


Or is it just whatever you hope will fly?
