What card do you have? What BIOS? What kind of RAM does your GPU have? What OS? What driver? What miner? What settings? Lots of things can affect your hashrate.

710-730 is about right for scrypt using Elpida RAM with default settings. If you can find a The Stilt BIOS for your card, you should flash that. That's about the only way you'll be able to get 740-760 with Elpida RAM.

Here are a few pointers:

Use the 13.12 drivers. Do NOT use the 14.1 drivers
Use SGMiner 4.1.0 with these settings: TC 8193, lg 2, w 256, g 2, I:13, kernel zuikkis, mem 1500, and core 1030
Increase your core by 5mhz at a time until your hashrate craps out.
On a default BIOS with Elpida RAM, this will happen around 1030-1050. On an optimized The Stilt BIOS, that will happen around 1060-1090. If your card has Hynix RAM, this will happen around 1100-1130. This is the reason why Hynix card get better hashrate; you can OC farther.
