I was hacked 24hrs ago, lost all my btc and I was able to obtain the scammers IP address:

183.171.173.235

Does anyone have an advice or can help me out with bringing this individual to justice?

Need more information as to what happened. What wallet were you using? How many btc were stolen? What addresses were they stolen from? How do you know they were stolen by that IP address? We need waaay more details.

Probably either through logs or blockchain.info
It's easy to find out where bitcoins went
Not easy to get them back

That 'relayed by' IP field in blockchain.info transactions is very misleading and should be ignored.
