how can i know if my gpus throttles down?

as topic says, i have 2 x r290 and hash rate sometimes go down to 868 and back to 900.Temps are around 76c-77c

Increasing power limit %  also increase wattage?Also,setting power limit with AB same like setting gpu power tune with miner config? my cards are undervolted with  stilts highest voltage one{v34}
