I'm so interesting to learning how to fork PIVX or DASH
I have no idea what language are them , I have to learn JS or C+ ?
Must start learning from where and what language (If needed )
I know little programming but in old languages

I don't think you need any programming at all, or maybe just a basic one. What you need is to take the source code of the old coin, which is publicly available, and make the necessary changes. Search and replace will be enough to change the details of the old coin to the details of the new one. After that, you have to compile and release the modified client, start mining and that should do it. There are resources online about doing this, you can start here https://en.bitcoinwiki.org/wiki/Creating_forks to get some ideas.

You are right, but look at the forks that have happened in the past. Litecoin ... larger token supply, shorter block times, changed hashing function. BCH ... increased block size. Not really breakthrough changes. All the other aspects are not changed much.

If one is looking to create a coin that has a purpose behind it, then it's not really just a copy coin for the sake of making a copy coin.
Some folks have ideas for what they want a coin to do for a particular group of people, a cause, or some other real reason...

Like me, I am looking to clone a coin to apply to a particular crypto-ignored community, that can help the members of that community to do what they do, and grow their skills and abilities, as well as monetize their skills by helping others.

Not everyone wants to make a shitcoin or exit-scam.
