What are the best places where crypto exchange could post a referral program? If it is bitcointalk for example, in which boards it is allowed to promote the referral programs? It also would be helpful to know if there are any other forums for this.

You mean announcing a program about refferals/(refferal program) that's hosted on your own exchange? You should be able to do that in your ANN thread just fine. I don't think there are any rules specifically against that.

But  individually spreading/promoting refferal links is strictly forbidden, unless it is in your signature. See;

It's actually not though. That's oversimplification. The fact that you can't spam your ref links doesn't mean you can't post them anywhere. There are few threads out there with ref links in them (I have few of my own), you can get away with it, generally if: 1- there's a purpose to your post other than promoting ref link/or using ref link is justified; 2- you post in relevant board; 3- you make it clear to everyone that you used referral link (you're not trying to conceal it etc.).

But yes, in 99.9% of cases - it's not allowed. Reddit is much better for that, if you do it in a smart, non-spammy way.

You can put ref link into your signature. But Newbies and Jr. Members can have only very limited signatures without clickable links. You also can try to use other forums to promote your referral link. Social media like Facebook, Twitter, Youtube can be an effective tool to promote your ref link, but you have to do it smart, just don't spam it everywhere. And probably best way to promote affiliate link - do it on your own website.

you can post your referral link on social media sites cause  its the place where large amount of people communicate thats the best place to promote your link.

Yes that's the only way to include his referral links through the forum but if posting through the threads, it will be reported and expect the removal of your thread.
