Surely no. 10 dollar is very very low point for ethereum. Yes eth dumped from 1500 dollar. But that is nearly -10x. While eth dumping - 10x btc dumped -5x from ath price which is 20k dollar.
So it seems normal for me. Why people start afraid about eth that much. Look prices and marketcaps. Everything is easy to understand actually.

A price is too low and this price can not reach. The market could be worse than it could not have made Ethereum fall below $ 100. I believe the giants with significant capital will not let this happen because this price could turn the Crypto market down.

I'm not sure if ETH can come that low again because it has grown more than that and more so it's not only ETH that gets involved with low prize. Remember. There was a time this year when BTC was going down and ETH rising but deep in my heart I kept thinking the fall of BTC will surely affect all aspect of Cryptocurrency but I keep giving it the right hope and here we are which BTC has proven itself to be the domain of all which means it fall will affect a lot. I just believe it gives the right opportunity to have good investment.

Well $10 usd for 1 ethereum is so cheap and I don't see it gonna happened . Nothing we can do now just hold so our ethereum and erc-20 tokens .
