That means that forum will not be responsible for this type of frauds and there are no specific rules as there are different rules in each country. So for now we can just tag them and warn people from trading with such type of services!
The quote you posted was in response to selling accounts to access certain sites. A fake ID is not a website account. This violates the law, not just terms of service of some random website.
In any case - report it to moderators as "illegal goods" and let them decide. There is no harm in reporting.
