Why you not yet locked the topic ? As well you replied here and you aware about scammer. Supposed to you should research we are doing that. You don't think you should well research before get any projects ? Instead of locked thread you are excusing. Do you like red paint on your profile ? Someone posted link to this topic in that bounty and I am pretty sure someone has sent you PM with link to this thread.
Obviously you think it is OK to keep that bounty and announcement thread open because you are not "creator" - of course, you have every right to announce everything you like and you have every right to keep everything running if it is not against forum rules, and guess what? Scams are not moderated but advertising such and running campaign to help scammers to steal money could negatively reflect on your reputation.
