I have some cash stuck in Payeer and I don't have a Russian bank account. I also read that their debit card no longer works. It looks like you still have the ability to transfer money to AdvCash, QIWI wallet, and Yandex Money. Anyone have experience with either of those exchanges?
Good thing is you are in crypto world which allows these kinds of problems to disappear quite quickly. The best option you have right now to buy bitcoin with somewhere that accepts payeer for payment and you can buy bitcoin with the amount of money you got stuck there, that way you will have bitcoin instead of stuck money and if you still want to cash out your money to fiat you can sell your bitcoins and get into dollar or euro or whatever you were looking for.
Bitcoin stops these scammers like paypal and payeer and similar stuff, they are making probably more money with these "problems" than their actual business model. Bitcoin and crypto will make them irrelevant and one day all online payments will be done via bitcoin (maybe not ALL but I am sure there will be bitcoin option in everything) and that way we will be destroying stuff like paypal and payeer and improve over them.
