I think most ICOs turn out to be scams with no actual resources having ever been purchased.  In the few cases when resources are purchased, they are typically stolen by those in possession of them.

Well people always wonder "where's my million dollar idea", and while yeah it's not very intuitive how to go about it, you might have a good one here! Think of it how the stock market has a way to buy shitty stocks in bulk, there's people that make money even out of that.

But that's just an opinion though, thread carefully.

And i have to agree unfortunately the majority are scams and non-starter's that raise significant funds.

We are looking for ways to best develop our proposition in the most cost-effective way, hence looking to buy second- hand resources.

But i think you are right, there is only a handful of projects which have actually used the money to do something.
