Transferred Bitcoin from CEX.IO to my Electrum default wallet.  CEX.IO shows the transaction was completed, but the wallet says status is "pending".  What does that indicate?  Was the receive completed or not?  How can I tell?  Thanks.

The "receive" tab isn't really necessary to receive the bitcoins from the particular transaction, it's only for reference and label/description.
did they linked a url of a blockexplorer showing the transaction?

The issue can be non-synchronized client, does the circle on the lower-right corner of your client colored red or green?
If red, it's disconnected and obviously the issue.

If Electrum shows it as pending then the transaction is already broadcast and client has picked it up, tx id should be available by viewing the details from Electrum itself.

Wouldn't worry about it, no need to waste time or fees with cpfp. not that CEX is the most trustworthy but the network's free enough for even a very low-fee tx to confirm within next few blocks.

The most efficient way of telling wether the transaction completely went trough is by looking at the amount of confirmations it already got.
You can either check the 'clock' at the left side of the transaction (inside the 'History'-tab) or search for your transaction on a block explorer (e.g. https://live.blockcypher.com/).

If the transaction has at least 1 confirmation, it is called confirmed. The more confirmation a transaction has (the 1st one when being included into a block and another one for each block build ontop) the more 'verified' it is.
For relatively small transaction values (i.e. < 5k) 1 confirmation is enough to regard the TX as safely completed.

The higher the value is, the more confirmations you should wait for to regard it as completed.

pending on the receive tab is meaningless. look at the history tab to see whether you received the money or not. also note that exchanges do withdrawals in batches so you may have to wait for the next batch to go out. just because it says processed or whatever on the site doesn't mean they've sent the coins out.
