In my religious teachings there is no teaching in which a person can curse, swear or pray for others badly regardless of what is done and who states. The curse is only a myth of Hinduism. If you look at the Mahabharata story, then you will see that anyone who curses, then the curse will be granted the power and will happen.
In my religion the term curse is not used. What is there is a bad prayer of persecuted people. Basically God forbids a Muslim to pray badly to his fellow man except in one situation, namely for the person who is persecuted. Allah says in Surah An-Nisa 148 "Allah does not like bad words, (spoken) bluntly except by those who are persecuted"
Praying badly or cursing others not because of being persecuted by the law is unclean and the culprit is sinful.
