Looks like he got it from airdrops (the first time merit system was introduced) and seems he doesn't get any merit from then, if so then now he should have 46 smerit left now.
Smerit is half of merit, so 100 merit should have 50 smerit when the first time merit introduced and he already sent 4 smerit to other user.
