You are not giving any strong reasons behind your speculations. Just because the price went above $18,000 last year during december does not mean that the same thing will be repeating this year. Keep in mind that this is crypto market. The prices are unpredictable. No matter if the ETF is approved or some good news form SEC won't guarantee a price rise. We can say that the price may go above $18,000 or below $1,000 within the end of the year.

Don't expect massive bull-runs till halving and sometime before the halving, likely in the range of 7-9 month. ETF's are a dead horse, it's no use beating it over and over again. No SEC will approve it until bitcoin becomes established in the real world as a currency, commodity, service, or whatever. No one in they sane mind is going to officially allow investments in something which has only speculative value and virtually nonexistent real value.

On the other hand, there are whales that may easily bring the price down, and that will crash the market even further. Ultimately, it will lead to more uniform distribution of coins, which is a good thing. But the whole process will be a prolonged pain in the ass, which may take years to dissolve.

Bitcoin market is speculative in nature and predicting the market is not always easy. The market is volatile and reaching any price at any time is possible. In case of bitcoin the price rising to the last year high depends on some  on going negotiation like the  SEC-ETF rescheduled meeting this September. If at the end of the meeting and ETF is accepted as part of derivatives listed with SEC the price of bitcoin will likely rally from that they the approval is gotten.

If you sell somebody 1 satoshi for 1 dollar in a private transaction, that would mean a price of 10M dollars per bitcoin (if I didn't miss a few zeros). It should be obvious that such price is irrelevant for the market as we need prices across various exchanges to be in that range for some time, and with meaningful trading volumes at that.

Other than that, I fully agree with your point. Many people will be happy if prices come close to just 10k, not even speaking of breaking through that resistance level. The price range of 10-12k was solid support in February before the collapse which happened in March due to Mt.Gox trustee liquidating part of his stash, with many people buying piles of bitcoins around that price level. Today, this support has turned into the Bitcoin great wall, or rather ceiling, which will be hard to break if we ever come close to it at all.

In the spirit of being practicable with the situation of things, not being pessimistic but its going to be hard to reach such high point before the end of the year reason being that the factors you have there, even if all of them turn out to be positive, it does not just by default send price to all time high. Its a  process and a gradual one that if the increase is on a sporadic rate, it also sends a message that caution needs to be exercised rather than rejoicing over the current happenings.

ETFs at this time should just not be an option to start to consider as the likely pish point for the increment that is expected because judging by past happenings, it would be unwise to start putting hope on that in which at the end its to get disappointed. If it will come, all good but no banking actions on it.

Other factors are also something to consider but really, nothing much should be expected. The only thing that is feasible enough to make some marginal push is the conscious effort to increase market activities.
