Hi everyone! In the past few quarters, we have seen millions of newbie accounts created. Furthermore, the spam situation as well as the violation of the basic rules is increasing! I myself find that the policy needs a merit to become Jr.member is reasonable, it will make people more focused on the quality of the article.
But that is insufficient, I think if someone wants to be a new member of the forum then need to read the rules first, then there will be a short test to test the understanding of the rules. If they can overcome the challenge, of course, they will become members of the bitcointalk family, otherwise they will have to learn the rules again. How about your opinion?

If you see garbage posts (off-topic, trolling, spam, no point, etc.), use the "report to moderator" links. All reports are investigated, though you will rarely be contacted about your reports.

What kind of test is possible? the main idea of the forum is educate the newbie members who have no idea about the bitcoin and blockchain so it is not fair to pass in the test at the beginning stage. But I think we can restrict them their posting habits by just allowing them to post on the beginner's section which make them to understand about the basic and then make them to post on when they reached the required rank.

Your idea also good, i think newbie should be retricted posting before they understand the basic rules.

Its not good. Let say they passed the first stage then? they will spam the forum because there are no other stage and challenges are easily to passed and also easily to tell to others how to passed

Very basic, if you are just going to understand the statement, this is a community where everybody's idea can be debated or discussed not to the point of worst post that is not Understandable. that will lead them to red tagged or ignored, and for your interest let the merit itself handle that, this is already tackled several times if i am not mistaken, backread meta.

That just sounds extremely childish. The forum already has enough restrictions for newbie members as it is. Honestly i don't see why anyone would come here voluntarily anymore if they have to fill in some stupid tests about mostly non-enforced rules. (Look around, this forum already is spammers' paradise.) What this does effectively is adding yet another barrier to people who actually come here to contribute, and an easy obstacle for money hungry spammers to pass. (It's not like this is going to stop them all of a sudden... ) Sure, they might fail the test once, but then they'll just do it again and continue shitposting.

we don't need to go that far, a simple redirect to Unofficial list of (official) Bitcointalk.org rules, guidelines, FAQ after registration should be enough perhaps an additional "Yes I have read and understand forum rules" button to enable posting for the first time so if they ever get banned, they cannot make an excuse not knowing/understanding the forum rules

I think the better way to do it is this, once a new member signs up newly, before they will access the main forum for the first, they will be force to read the forum rules and agree to it, but of-course doing that will still not make any difference because most people who don't care to read will skill skip it, and there is no need to test members with any challenge the forum is meant to educate members on crypto currency and blockchain technology, what i might suggest is to give new members a limited amount of post to make in a week.

And who exactly is going to write come up with the questions/validate answers and other stuff? Too many complications I believe. Also, people would just start paying a few satoshi's for someone else to clear this test and this isn't an entry to a Bitcoin University. So no, tests aren't an ideal solution.

I believe so like even they passed the test but still they're just hard headed people that even they know the rules, they won't follow it just because they don't want to. Isn't just waste of time? Simply, if these people doesn't want to cooperate with the rules then ban it, otherwise it's easy for them to create again a new account, so I would suggest that the fees should be more higher so they'll valued their account.

Exactly. Back in the day, Freelancers were required to pass some tests in upwork, the solution was available on the internet. So, it's not a good idea. It requires more stuff. @OP Most of those new accounts are from existed members, IMO. Either they are account farmers or they cheat bounty. So, they are well experienced and it will be too easy for them.
