In my view before enlisting and pricing a new ICO in exchange nobody should put money in that and that the exchange that takes this new ICO should be responsible for any upsets. Yeah when criminal minded people know that people are now investing their money in digital currency they also announced some fake projects which were totally baseless and there is nothing behind those projects.
