In addition to all restrictions for noobs, Newbies are no longer able to:
- Have signature space (so they can't join the signature campaigns)
- Rank-up to Junior without getting a One merit point.
Now newbies need to improve their English to succeed get One merit to rank-up to Junior or Buy a CopperMembership.

those don't mean too much because ratings get manipulated and therefore are not a good representation of the real value of the projects
