Did you check the supply of the coin? Go on coinmarketcap and see how many are circulating and the total supply. As it is unlimited it is not worth going any higher than $1, last time was a shocking event, most likely by whale manipulation

I think the most important reason why is ripple's team, which Ripple's current value continues fixed. Ripple is deliberately using this 1 USD limit.
