As far as I know, the forum rules say nothing against it. Sure, the newbie manager won't be able to post images, and will have other restrictions. That's why a newbie can purchase Copper Membership, so that these restrictions can be lifted.

I would never recommend someone participating in a bounty manged by a newbie. But a Copper member can run a legitimate campaign. This may happen, for example, if they are not willing to hire a more experienced higher rank member. Still, a higher rank member as bounty manager is always a good thing to have.

There is no problem if a newbie manage a bounty campaign. He may simply not interested to hire a experienced  bounty manager .

Whats wrong in that?  Just go through the project and see whether its a legit stuff. Thats what matters. If its legit, then definitely you will get

paid for your work.

I think he was questioning why "the authorized" forum staff couldn't prevent scam projects created by newbie managers.
