I think you need to increase your account level to at least Jr. Member.
There is a lot of way you could reach that, there are some threads that offering to give you some merit if you could finish some task they requested.

That is indeed true that there are many limitation for newbie to join any bounty campaign. Since there is so much limitation on how you put any signature on the account, and there are less or even rare project that are accepting newbie on their bounty campaign.

Most of the newbie start bounty campaign. Recently forum change his rule if you want to start signature campaign so you should Jr member it is a minimum requirement for bounty campaign. Lots of people doing now bounty project without signature campaign. At the moment newbie can start bounty program they are work with bounty program for making some profit but lots of participates work in bounty project so bounty campaign is not making good amount now.

if we are talking about the signature program then the newbie is not allowed to participate in it but you can safely pump your account and get the ranks higher. it's not as hard as it might seem at first glance

To work in the bounty, you need social network accounts with a large number of subscribers. For example, in Reddit, you need karma.  It takes time and patience.  Try writing articles.  If you are determined, then everything will work out.

I think your best bet would be content creation as most signiture bounties start at jr level on here. Just work on your rank and then you should be fine
