I notice many ranked account from member's to legendary involved with ANN bumping with simple comment "great project". Usually I visit ANN thread to find spammer and bot. Once I see any ranked account spamming than obviously I visit his post history. I surprised they are bumping ANN Thread randomly. Of course I report all of spam post.

Just want to know how many good report need to permaban for ranked account? There is different good report need for each rank ? Like newbie need 1 good report for temp ban and 3 good report for permaban (AFAIK). It will helpful for me if I got correct answer. So I can report other spammer instead of reporting whole post history of ranked account.

To my knowledge there isn't a "3 strikes" and you're out system. I guess it depends on the individual case. If the user continues to do it after having replies deleted then obviously that should be taken into account. I tend to note down usernames in a text document of higher ranked members doing things like this. However, you can also mention this in your report if you would like, and whoever is dealing with it can note it down themselves, and decide whether more action is needed. It just depends on the case I would say. It's too hard to be generalized.

There are groups of shill posters on the forum that recruit full members and hire to bump announcement threads.

I saw one recently where a user in the services section was offering $0.6 per bump from a well ranked level account.

Legendary members are not always admirable, many of them are complete scrubs that are just as spammy as the worst bounty hunters.

Care to let us know which accounts you're referring to?  I'm curious about that.

It could very well be some higher-ranked members are hard up for cash and are resorting to shit-bumping of ANN threads--but I think it's more likely accounts doing that are either hacked or maybe even purchased.  There have been so many hackings of bitcointalk accounts, it's unreal and I'm sure a lot of them have made their way into the hands of spammers.

I agree with this if you have a proof of it then don't be afraid or intimidated by their rank. Not are all are being hacked but sometimes those are being bribed or paid just a fair guess.

I will provide you archive if find above full member. Or I will post on Reputation board. Lot of member ranked doing this. Just last day I report 3 member rank, all report mark good. That means they got ban. I am not sure temp or permaban.

This is why I have the ideas that current merit system is not strictly enough to stop spammers showing their shit in the forum.
Of course, the latest update made by @Theymos have made great impacts on shitposters.
As one of side-effects of the implementation (1 merit for Junior Member rank), the total merit distributed last weeks raised almost twice as of the previous one.
Please check it there with the statistics on new era of merit distribution given by @coinlocket$

I really think that for long-term solution, the rank requirements should be updated with increased required merits for each rank.
For instance, over the next 6 months, the required merit should be something like this (just my suggested merit points):
- Junior: 5.
- Member: 15.
- Full Member: 110
- Senior Member: 270.
- Hero: 550.
If a member can not get any merit over 6 months from now (in total, 14 months after the beginning of merit system), it also means that they don't have qualitied, constructive enough for the forum, in general. It doesn't mean that they are all spammers, but the automatically increased merits for each rank should be implemented in order to keep the forum as fair as possible.

Of course it's not enough--that's obvious, because we still have a spam problem. 

I don't think the solution is going to come from any tweaks to the merit system at all.  It's going to have to be some rules imposed on bounty managers and/or ICO devs who want to use bitcointalk to advertise their shitty scam projects.

Of course, spammers will come back someday after getting one merit to rank up back to Junior Member.
I believe that some of them almost ranked up immediately after the activation of new rank requirement.
It is reasonable because the merit distribution raised significantly after that day. (@coinlocket$ presented it in another thread).
Of course it's not enough--that's obvious, because we still have a spam problem.  

I don't know how the forum can manage it?
It might require a lot of time for forum mods to check, verify, then accept real projects and eliminate scam ones. Consequently, forum mods will have to word under massive pressure. I think they don't like it, and the forum has already been out of human sources by now (at least in terms of controlling spamming endemic in the forum, especially in local boards).

As far as I know, those bumping tasks are dealt by senior members. We do have a group where we discuss about cryptocurrency in general along with bounty. One guy has offered people to bump ANN. He is one of the senior member here, I assume.
So, at the end if the day, higher ranked people are responsible for these shitty bump. Newbies only do it for little bucks.

The only difference is that newbies can have their posts deleted by Patrol. But those who have ranking up can not and need a direct action of the moderator.

Obviously, with only two moderators in this section, it would be difficult to have greater control. And there is no automatic way to ban users, who are repeat offenders.

I believe that the best way to reduce this is not more moderation. But with changes that make this action useless.
