So this is the ones (DUO Network) stealing a crypto ticker of another project ->DUO/Parallelcoin <- https://bitcointalk.org/index.php?topic=1097017.0

DUO/Parallelcoin is around since years (2014), but some exchanges like Hotbit, DDex, CoinExchange and DUO Network themself do not care at all.

It is like makeing a new coin, announcing a ICO and calling the new token BTC or LTC... because it is the BTC Network or LTC Network...
And exchange owners also do not care and even are supporting the thieves by adding the stolen DUO ticker to their exchanges as DUO Network. Very nice...
