What is a judiciary system is a system that enforces the law of a particular state.
  Judiciary system is quite significant because the rising increase of crime rate globally has become somewhat alerming.

 There is a need of a very effective judiciary system to tackle the effects of crime and to punish anyone found guilty.

I don't think I would say the problem is record keeping. Computers have solved the problem of storage of important files and documents.
What the blockchain technology can offer is transparency and accessibility.

And many ICOs these days are quick to identify the blockchain as the solution to all problems, which it isn't.

You'd be amazed on how many trial courts are still keeping most of their documents on paper that have stood the test of time, some of them, unfortunately rotting away on the confines of steel cabinets (I've work a clerical position on a courthouse before). This doesn't mean that we need aggressive solutions immediately like the blockchain tech. It might help but the judiciary system is probably not the best area to implement it first; tax collections and logistics would be the ones that should be needed help over any judiciary file keeping.

Most governmental institutions may benefit from blockchain tech, but speaking about judiciary system it may be not the best place to start, as already been said.
Record keeping is important, but it is only one component of the system. Storing judiciary database in blockchain is a solid basis, but it will have no impact on quality of the judgement of a court.
Although, it may influence the officials` attitude as every misjudgement could be traced back and reconsidered.

Problem is you could only store data that is publically available. Some records include non-public information (ie to protect victims or minors involved). So blockchain could be use only as an extra layer of data storage. That's not to say it's not useful.

That's actually a great example of how flawed the collective perception can get. Violent crime rate is on the long-term downtrend and no where near as bad as ie 100 years ago.

The main part of the system is nt record keeping. The greatest weak point is that law is too complex and there are many loopholes. Processes can take years and still not manage to reach a conclusion. I'm sure that blockchain would allow for a much better confidential communication between parties but it will not give us what we need: simple law.
