Power => Power Target % Huh
FAN => Acoustic Limit (MHz) Huh

FAN => Acoustic Limit (MHz): It's the frequency at which the minimum fan speed is followed. If you go beyond this frequency, the minimum fan speed is ignored and will go up to your target fan speed to maintain the target temperature.
 
Let's say you have a minimum fan speed of 1500rpm, min acoustic set to 1000Mhz:

Fan will never ramp up more than 1500rpm as long as you stay below 1000Mhz.

When you go over 1000Mhz, fan will speed up to your target fan speed to maintain your target temperature.

If you go over 1000Mhz, and you are now at max fan speed, and the card still heats up, you have until the max temperature before the card throttles.

Power => Power Target %: Theoretically it defines the % of operation on the normal values of TDP.

thank you for the explanation.  Side topic, is anyone else having issues with the OverDriveNTool screen not appearing?  It used to work fine for me, but now whenever I launch the GUI, the screen is not visible.  This happens on a fresh copy of Windows 10 too.
