you could use NiBiTor to change the Fan speed then use NvFlash to flash the new bios to the card

there were some challenges setting fan speed in PBE

https://www.reddit.com/r/EtherMining/comments/6hh39v/amd_polaris_bios_editor_set_min_fan_speed/

I rather use other 3rd party app in controlling fans

MSI AB and Overdriven Tool

Miner app can also control this like Claymore in -tt options

Uh,

I cant set fan speed with MSI AfterBurner and OverDriveN Tool.
This happens only on ASUS RX550 GPUs.

I can change and aplly core and memory values with OverDriveN Tool successfully.
Minimum fan speed changes to the default value when i change i to higher value and click apply button.

I dont use Claymore. I use SRBMiner. SRBMiner controls fan speed normally.
But again i cannot control fan speed via SRBMiner. It just nothing happens on ASUS RX550 GPUs although the other graphic cards use SRBMiner's fan speed.
