The third item is to establish an African blockchain ecological cooperation development sub-plan with a scale of 200 million VNS. This sub-project was established after the VNS project officially landed in Africa, operated stably for 12 months and passed the community acceptance.

The fourth item is to set up a high-quality SME ecological co-construction sub-project with a scale of 200 million VNS. This sub-plan is mainly used for the ecological development support of high-quality small and medium-sized enterprises at home and abroad, such as business development, community marketing, product promotion, etc., and promotes the VNS main network to implement the blockchain service entity economic mission. The fifth item is to establish a global sub-plan of AMT quality community nodes with a scale of 100 million VNS. DDOS attacks are a kind of attack behavior that often attacks the network security . The major mining pools of BTC and other projects have been frequently attacked during the development process. Such behaviors have been suspected of crimes. This attack may be caused by Very few solo miners initiated and tried to take advantage of a larger percentage of computing power. We will record evidence, trace the person responsible for the attack and deal with it according to law. Here we advise people with bad behavior not to excessively pursue personal interests and harm others' interests and do harm to the network. We must know that Skynet is restored and not leaking. (3) Prohibit all acts that damage the image of the AMT community. Once found, the nominee will be punished with a minimum of one month's corresponding rights. If the nominee is a team, the team will determine the penalty.

3. Promotion of POWERS: closed management
(1) Promotion to POWer must be nominated by the current POWer or recommended by the functional group (80% of the members of the functional group, 66% of the support is recommended), and finally decided by more than 80% of POWer votes (66%).
(2) The nominee must be a member of the functional group and must be a member of the functional group for more than one month.

4, POWERS re-election mechanism
