Pure speculation obviously since he does not give any reason about why the market will get such an amazing growth in a matter of months, it seems people forget that the markets do not grow for no reason, the last bull market was a consequence of the activation of segwit which at the time was a huge news, but right now there is not any news as big as that so to expect another bull run out of nowhere is a mistake.

I think you should change your title OP as we are just 2 months left for this year and it seems the market is still not making any green movement. No sign of any good news that can start a bull run for this year. Although it's good to be optimistic but I would be optimistic with a possibility that it happen. Indeed we all know that this market will bounce back. We just need to be patient to wait.

The chances are higher as the market looks very stable and I feel if the market will rise steady than there will surely be bull run in upcoming November. Presently there are so many good news flowing in the markets like Bakkt and fidelity exchange bringing new money into the market. Huge update from ethereum blockchain about their upgradation of Constantinople hard fork to enhance the ethereum blockchain network will be launched in the January 2019 and this will also impact the price of ethereum positively. But 1000$ per ethereum doesn't look realistic to me and as per my prediction it can go upto 600$ by end of the year.
